On June 23, 1920, at a joint conference of the "Trade Union of Employees of Soviet and Public Organizations", the "Trade Union of Commercial and Industrial Employees", and the "Trade Union of Cooperative Employees", a decision was made to merge these organizations. As a result, the "Trade Union of Workers of Soviet, Public, and Commercial-Industrial Enterprises" was created, comprising up to 6,000 trade union members.

On October 27-29, 1920, the 1st Congress of Workers of Soviet, Public, and Commercial-Industrial Enterprises was held in Baku. Representatives from all districts (uyezds) of the Republic were represented at the congress.

During the years of Soviet power, our organization, together with other sectoral trade union organizations of the republic, actively participated in the socio-economic and socio-political development of Azerbaijan. It took upon itself the improvement of living conditions and the organization of recreation for workers and their family members, and fulfilled certain functions of social and legal protection. When complex labor problems arose, including the illegal dismissal of workers, the Republican Committee, as a rule, provided free consultations to trade union members and acted as their representative in courts.

Throughout its period of development, the trade union has transformed into a dynamic, flexible, and efficient organizational structure. As an integral part of the country's trade union movement, it has contributed to strengthening the unity and solidarity of Azerbaijani trade unions and rendered invaluable services to the formation of civil society.
